When you set

to ON for United States addresses, Address Verification abbreviates any element that exceeds the character limit that the United States Postal Service specifies. For example, the United States Postal Service specifies that the Locality element can contain a maximum of thirteen characters. If a locality element exceeds thirteen characters, Address Verification abbreviates the data values in the element.

Address Verification does not abbreviate WEST SAINT PAUL to W ST PAUL because WEST ST PAUL contains fewer than thirteen characters.
