Either the host name or port number or both are incorrect.
Verify that the host name and port number are correct.

The LDAP directory server is down or the LDAP services have stopped.
Start the LDAP services and verify that the network is running.
-or-
The Certificate Authority (CA) certificate is not correct or it does not exist.
Verify that the CA certificate is correct.
-or-
Contact your LDAP directory server administrator for the CA certificate.
