For security reasons, you might want to revoke create table permissions on the Proactive Monitoring repository database.
To revoke the create table permissions for users on Oracle, run the following commands: 
REVOKE CREATE TABLE FROM  RULEPOINT_DESIGN
REVOKE CREATE TABLE FROM  RULEPOINT_TOPOLOGY
REVOKE CREATE TABLE FROM  RULEPOINT_ACTIVITY
REVOKE CREATE TABLE FROM  RULEPOINT_TOPOLOGYSTATE
