Failed to create publication for database

During registration of a Microsoft SQL Server CDC source, PowerExchange detected that the SQL Server database is not a candidate for publication or that the user has insufficient authority to create the publication.
Registration fails.
To resolve the error, correct the database name or use a user ID that has the proper authority. Then try to register the CDC source again.
