When the sequence token consists of only binary zeroes, cold start from the earliest point in time. When the entire sequence token is binary zero, the CAPI leaf module should start at the earliest point in time within the available logs.

Cold start from the current log position, which is an option PowerExchange Logger and PowerExchange Condense cold starts use when no sequence and restart tokens are specified.

For a restart, warm start from the log position based on the specified non-zero sequence token.
