Create a new empty catalog with the specified catalog connection parameters.
This message describes the purpose of a PWXCATMY command that has the operation type of CREATE. The command creates new catalog tables that use the catalog connection information in the command. The catalog tables record DDL changes for registered MySQL source tables.
If the catalog tables already exist, the command fails. Otherwise, the command creates new catalog tables and processing continues.
