The PowerExchange Logger for Linux, UNIX, and Windows was started with the SPECIALSTART=Y parameter. However, the CDCT file does not contain any restart information to override.
The PowerExchange Logger ends.
Use the SPECIALSTART=Y parameter only when you need to override existing restart information with the SEQUENCE_TOKEN and RESTART_TOKEN values that you specify in the pwxccl.cfg file.
