An attempt was made to start the PowerExchange Logger for Linux, UNIX, and Windows without COLDSTART=Y parameter when the CDCT file contains no restart information.
The PowerExchange Logger fails to start.
If you are starting the PowerExchange Logger for the first time, or if you previously tried to cold start the PowerExchange Logger but startup failed before PowerExchange read any data from the source, start the PowerExchange Logger again with the COLDSTART=Y parameter.
