Install the Siebel Web Client software.
To connect change the following file:

Click Start > All Programs > Siebel Web Client 7.8 > Siebel Call Center - ENU
Connect to the application using the SADMIN user.
If you cannot log in, then you have to execute as SYSTEM on the Siebel instance the following queries:
GRANT SELECT ANY TABLE TO SSE_ROLE; GRANT SSE_ROLE TO AMQUERY;
